Matyas Eörsi candidate for Secretary General
The Council of Europe safeguards and improves the standards of democracy, human rights and the rule of law, to serve and protect current and future generations all over Europe.
The Council of Europe perseveres in its leading historical role and - while closely monitoring its member states' performance in meeting these standards - it assists member state governments to adopt better laws and conduct better government poli-cies. To this aim, its political and expert bodies as well as its independent institutions actively participate in the elaboration of conventions, the formulation of recommenda-tions and the implementation of various assistance programs and activities. Beside the political and expert dialogue with an indirect outreach to the citizens, the Council of Europe also strives to mobilise directly the enlightened public opinion, through awareness campaigns, statements, declarations and public debates in the Parlia-mentary Assembly and the Congress of Local and Regional Authorities.
One of core priorities of the Council of Europe is to ensure an effective implementation of the Convention for the Protection of Human Rights and Fundamental Freedoms. For that reason it provides and produces immediately applicable tools and strategic solutions to its flagship institution, the European Court of Human Rights, in order to guarantee protection of the fundamental rights of all its 800 Million citizens and to redress - if needed - the erroneous measures and decisions taken at national level.
In the years to come, the Council of Europe must address the impacts of the world economic crisis, leading to a democratic deficit which might increase human right violations, especially regarding minority groups.
The Council of Europe remains a relevant partner of sister-organisations like the EU and OSCE, by striving to an enhanced co-operation, avoiding undue duplications or overlapping.
